A few years ago, when RFID was all the rage, there had been decisions to
move baggage tagging to RFID based sysrem.

Has anyone actually implemented this for real ? Or is this still at a
"proof of concept" stage ? Or have they tried it and realised that bar
code paper tags are still better ?

As far as I know, the answer is no. The big problem with RFID is cost.
Since the industry has lost a pile of money in the past decade, the
industry has been very reluctant to make an invetments that are
non-essential.

There isn't any real evidence that the savings from going to RFID in
mishandled and lost baggage would pay for increased costs associated
with RFID.

Don't forget the stolen baggage (including those mistakenly grabbed from
baggage reclaim, and not returned).

Surely the only other reason a bag gets lost or delayed is because the
tag has been ripped off (otherwise it will always find its way home
eventually). Making that happen less often would be a start.

IATA have closed their RFID project

(page also contains a link to their RFID position paper)

I think it's a bit of a pity. I was looking forward to buying a case with
an inbuilt RFID which the airline could reprogram each time I checked in
saving the need for a paper tag.
